Incentives
Kerr County gives businesses real financial reasons to put down roots here.
More Ways to Win
Kerr County Means Business
Texas already has one of the most business-friendly environments in the country. No corporate income tax, a low regulatory burden, and a state government that actively competes for jobs. Kerr County builds on that foundation with local incentives, programs, and partnerships designed to reduce your startup costs, lower your tax burden, and support your workforce from day one.
KerrEDC works directly with businesses to identify which programs apply to your situation and help you navigate the process.
State of Texas Incentives
Qualified Opportunity Zone Investment
Kerr County has two federally designated Opportunity Zones. The Opportunity Zone program allows investors to defer and potentially reduce capital gains taxes by reinvesting in these designated areas. These zones offer a combination of financial incentives and real growth potential.
Skills Development Fund
The Texas Workforce Commission’s Skills Development Fund pays for customized job training programs built around your specific business needs. Training is developed in partnership with local colleges and delivered on your timeline. It’s an effective tool for reducing onboarding costs and building a workforce that’s ready to perform from day one.
Texas Enterprise Fund
If your company is deciding between a Texas location and an out-of-state site, the Texas Enterprise Fund exists to help close that deal. TEF awards grants to companies whose projects will bring significant capital investment and job creation to Texas. KerrEDC can help you determine if your project qualifies and connect you with the right contacts at the state level.
Kerrville, Kerr County Incentives
Tax Abatement and Rebate Programs
The City of Kerrville and Kerr County both offer economic development incentives under Chapters 380 and 381 of the Texas Local Government Code. These programs allow local governments to provide grants or loans to businesses that create jobs and drive economic growth. KerrEDC works directly with primary employers to identify what’s available and guide them through the application process.
Public Private Partnerships (P3s)
Kerr County actively supports public-private partnerships as a tool for getting things done. P3s allow businesses and public entities to share resources, risk, and expertise on projects that benefit both sides. Whether it’s infrastructure, facilities, or workforce development, KerrEDC can help structure partnerships that work for your business and the community.
Freeport Tax Exemption
If your business moves inventory through Texas, the Freeport Exemption can eliminate personal property taxes on that inventory. Goods that are in Texas for 175 days or fewer and leave the state are exempt. This applies to raw materials, work in process, finished goods, and supplies used in manufacturing or assembly. For distribution and manufacturing operations, this can represent meaningful annual savings.
